In 1982 Congress decided to allow banks to incorporate "the “DUE ON" SALE" clause in most mortgages.
This effectively slammed the brakes on buyers' and sellers', stopping them from doing real estate transactions with existing loans.
It FORCED the payoff of the existing loan - and required buyers to either pay for the property in full or get new financing from the dirty little banks to complete the sale.
The banks could control the purchase and sale of most real estate and do what was in THEIR best interest - - instead of letting the buyer and seller do what was best for them.
